Key concerns about data centers

This page sets out the main points being debated in Japan and abroad as AI data centers expand. Listing a facility is not intended as an assessment or criticism of any operator or local government in relation to these points.

Energy consumption

An AI data center draws tens to hundreds of megawatts continuously. The debate centers on the load placed on the local grid, the generation mix that supplies it (thermal, nuclear, renewables), and the effect on electricity prices. This site publishes each facility's power capacity with its sources and its capacity type (IT load, utility supply capacity, planned maximum, and so on).

Water use

Liquid cooling is more efficient than air cooling but consumes large volumes of water. The debate covers the effect on water-stressed areas and on water and sewerage infrastructure, and competition with existing local water use. Where a facility's cooling method or water source is known, it is recorded on the facility page.

Electronic waste

Servers and storage hardware are replaced on a cycle of a few years, generating large volumes of electronic waste. The debate concerns recycling arrangements and the environmental burden across the whole hardware lifecycle. This site focuses on siting and status tracking at the facility level and does not cover hardware lifecycles.

Siting risk

Points of debate include exposure to natural hazards such as earthquakes, flooding, and soil liquefaction; landscape and noise problems arising from proximity to housing; and consistency with district plans and zoning use districts. This is why we always state coordinate precision — whether a location is exact or a municipality representative point.

Scalability

As AI demand grows, expansions of existing campuses and new developments are following one after another across Japan. Concentration in a single area strains power, water, and land, while dispersal raises the cost of building out transmission infrastructure. The facility list and map are also intended to track this concentration-versus-dispersal pattern.

Noise

Operating noise from cooling equipment (chillers and fans) and backup generators can become a source of friction with neighboring housing. In Japan this has already led to resident briefing sessions and dispute mediation in several areas.
